Agenda item to proceeding links

One row per piece of evidence that an agenda item tracks a proceeding: a docket, Regulations.gov document or Register document that directly reports the RIN for that proceeding. Unified Agenda equality alone never links an action. Keyed relationship_id; joins regulatory_agenda_items on agenda_item_id, proceedings on proceeding_id and unified_agenda on rin. Built by build_regulatory_agenda; all columns are VARCHAR.

Coverage. Derived, and bounded by its inputs: dockets, documents and federal_register records that state a RIN the proceeding holds. (measured 2026-09-28)

Column Type Description
relationship_id VARCHAR Stable id of the link (agenda_proceeding_relationship_<24 hex>), from its RIN, proceeding, source and evidence.
agenda_item_id VARCHAR The agenda item; joins regulatory_agenda_items.agenda_item_id.
rin VARCHAR The item's Regulation Identifier Number.
proceeding_id VARCHAR The proceeding the item tracks; joins proceedings.proceeding_id.
relationship_role VARCHAR The link's role; agenda_tracks_proceeding throughout.
source VARCHAR What reported the RIN: docket_rin (the docket), document_rin (a document's additional_rins) or federal_register_rin (a Register document).
evidence_id VARCHAR The reporting record, by source: a docket id, a Regulations.gov document id, or a dated Register record id (number@YYYY-MM-DD).
evidence_uri VARCHAR Public URL of that record on regulations.gov or federalregister.gov.
evidence_date VARCHAR Eastern day of the evidence: the docket's or document's latest date, or the Register publication date.
method VARCHAR How the row was asserted; deterministic (computed by rule) throughout.
actor_id VARCHAR The builder that asserted the row, with its version (spicy-regs:agenda-item-proceedings:v<n>), bumped when its published rows change.
run_id VARCHAR The materialization run that built the snapshot (e.g. rulemaking-20260927T062656Z).
asserted_at VARCHAR When that run asserted the row, as a UTC ISO 8601 instant.
supersedes_id VARCHAR Id of a prior row this one continues; always NULL here.
