Bill activity events

One row per change detected between two runs of the bill family. Two instants per row: occurred_at is the publisher's, detected_at is the run's. All columns are stored as VARCHAR.

Coverage. Sampled: bills the bill family has read from GovInfo BILLSTATUS, Congress by Congress from the 108th on; group by the Congress in bill_id to see which Congresses are filled. Each event compares a bill between two runs of the bill family, not the historical sequence of its actions. (measured 2026-09-29)

Data quality. A stage_changed event compares a bill's actions, not its published stage: the prior stage is re-derived from the bill's published actions under the running stage rule, so a rule change is not an event. spicy-docs 0.51.0 moves 154,374 of the 172,991 stages with actions (its replay, reproduced on the live generation of 2026-09-29), none of which emits one. An event's from is therefore the stage the running rule reads from the prior actions, which can differ from the stage the prior row published.

event_type	VARCHAR	One of the four sealed event types.
subject_id	VARCHAR	The version or summary key the event is about, unit-separator joined; empty for a bill event.
occurred_at	VARCHAR	The publisher's own instant for the change, falling back to the run instant.
detected_at	VARCHAR	When the run that found this change ran; the merge prefers the larger value.
event_data_json	VARCHAR	The few fields a reader needs to render the event without joining another table.
