Bill summaries (model)

One row per plain-language summary of one printing of a bill. frame is stored because without it the summary is not reproducible from the row. All columns are stored as VARCHAR.

Coverage. Empty by owner decision 34: written only by a language model during bill-family runs, which no scheduled run enables, so no row is produced. (measured 2026-10-03)

bill_id	VARCHAR	The bill this summary describes.
version_code	VARCHAR	The printing this summary was written from.
source	VARCHAR	Which acquisition path supplied that printing.
summary	VARCHAR	The plain-language paragraph, length-checked before it was stored.
audience	VARCHAR	The short phrase naming the most-affected audience.
top_provisions_json	VARCHAR	Up to three notable provisions, as a JSON array in the model's order.
model	VARCHAR	The model id the call was made against.
prompt_version	VARCHAR	The prompt version this summary was produced under.
content_hash	VARCHAR	Digest of the version text the summary was written from, spelled sha256: plus the hex digest; what a cached summary is keyed on.
input_tokens	VARCHAR	Input tokens the provider reported, where it reported any.
output_tokens	VARCHAR	Output tokens the provider reported.
requested_at	VARCHAR	When the call was made.
completed_at	VARCHAR	When the answer came back; the merge prefers the larger value.
money_bill_kind	VARCHAR	The money-bill kind that selected the framing sentence.
frame	VARCHAR	The sealed framing sentence the prompt carried; without it the summary is not reproducible.
