FCC filings

One row per FCC ECFS filing — the FCC's comment equivalent: comments, reply comments, ex-parte notices, letters, and other submissions — ingested from the FCC ECFS public API (/filings) by build_fcc_filings. Requires an api.data.gov key (DATA_GOV_API_KEY). Incremental by date_received, deduped on id_submission; each window is pooled over whole walks until one is clean or the pool holds exactly the count ECFS aggregates for it. Because ECFS holds tens of millions of filings, a first run with no prior table is bounded to the trailing 30 days; deeper history is backfilled in slices via FCC_SINCE and/or scoped to specific proceedings via FCC_PROCEEDINGS. All columns are stored as VARCHAR, array fields serialized as JSON strings.

Coverage. Window, not the ECFS archive: filings ECFS received on or after 2026-08-24, when this table started, extended by a daily run. Earlier filings are held only for proceedings backfilled on purpose, so a proceeding's count here is not its ECFS total. Attachment text is extracted for a few selected PDFs only. Each daily run re-reads the trailing seven days by date_received and nothing older, so a filing ECFS disseminates more than a week after receiving it is missed, and proceeding_names_json is the assignment as last read: ECFS later moves filings out of INBOX-… placeholders into dockets, and a held filing keeps the placeholder. The newest day is partial, ending at the last run. (measured 2026-09-28)

Column Type Description
id_submission VARCHAR ECFS submission id (e.g. 26109947027). Primary key / dedup key.
proceeding_names_json VARCHAR JSON array of proceeding (docket) numbers the filing was submitted to (e.g. ["17-108"]). Join key to fcc_proceedings.name.
submission_type VARCHAR ECFS submission type description, e.g. COMMENT, REPLY TO COMMENTS, NOTICE OF EXPARTE.
express_comment VARCHAR 1 if the filing is an express comment (text-only, entered in the web form), 0 for standard filings with uploaded documents.
date_received VARCHAR Timestamp ECFS records the filing as received (ISO 8601 string). Incremental cursor and sort key.
date_submission VARCHAR Timestamp the filer submitted the filing (ISO 8601 string).
date_disseminated VARCHAR Timestamp the filing was disseminated (made public) by ECFS (ISO 8601 string).
filing_status VARCHAR ECFS workflow status description (e.g. DISSEMINATED).
viewing_status VARCHAR ECFS viewing status description (e.g. Unrestricted, Confidential).
exparte_or_late_filed VARCHAR Y if the filing is ex-parte or late-filed, else N.
filers_json VARCHAR JSON array of filer names (individuals or organizations) on the filing.
authors_json VARCHAR JSON array of author names on the filing, when distinct from the filers. Often empty.
lawfirms_json VARCHAR JSON array of law-firm names on the filing. Often empty.
bureaus_json VARCHAR JSON array of FCC bureau names the filing was routed to. Often empty.
text_data VARCHAR The filing's inline text — for express comments this is the full comment text. Null for document-only filings.
total_page_count VARCHAR Total page count across the filing's attached documents, as a numeric string.
documents_json VARCHAR JSON array of attached documents as {filename, src} objects, where src is the fcc.gov download URL.
filing_url VARCHAR Canonical fcc.gov URL for the filing (https://www.fcc.gov/ecfs/filing/<id_submission>).
native_fields_json VARCHAR Selected named native ECFS fields retained as JSON, preserving absent keys, nulls, empty arrays, objects and roles. SQL null in older output means unread legacy data; rebuilding is required. Not the complete API response.
native_fields_sha256 VARCHAR SHA-256 of the exact native_fields_json string; identifies retained field bytes, not the complete API response.
pdf_extraction_results_json VARCHAR Outcomes for selected offered attachment URLs, retaining source SHA-256, page count and extraction status. Null when no attempt is retained. These selected attempts do not establish complete filing text coverage.
