Planned agency actions

One row per Regulation Identifier Number (RIN) per agenda edition, ingested from the OIRA/OMB Unified Agenda published at reginfo.gov by build_unified_agenda. A Tier-1 rulemaking-lifecycle source: the upstream, forward-looking catalog of rulemakings agencies plan to pursue, keyed by the same rin that appears in federal_register (regulation_id_numbers_json). Primary / dedup key is (rin, agenda_edition). All columns are stored as VARCHAR; array-valued fields are JSON strings.

Coverage. True range: every semiannual Unified Agenda edition reginfo.gov serves as readable XML, from 199510 through the latest; agenda_edition names each. No edition is held for 2004 or for spring 2012. A rule has one row per edition that lists it, so count distinct rin, not rows, for a number of rules. (measured 2026-09-28)

Column Type Description
rin VARCHAR Regulation Identifier Number (e.g. 2060-AV12). The RIN join key to federal_register. Half of the primary/dedup key.
agency_code VARCHAR Short code of the agency that owns the RIN.
agency_name VARCHAR Full name of the agency that owns the RIN.
title VARCHAR Title of the planned rulemaking.
abstract VARCHAR Agency-written abstract describing the planned action. Often null.
rin_status VARCHAR Status of the RIN in this edition (e.g. Active, Completed, Long-Term).
rule_stage VARCHAR Stage of the rulemaking in this edition (e.g. Prerule, Proposed Rule, Final Rule).
priority_category VARCHAR OIRA priority classification (e.g. Economically Significant, Other Significant, Substantive, Nonsignificant).
agenda_edition VARCHAR Semiannual agenda edition the row was published in, as reginfo.gov's pubId YYYYMM: MM 04 and 10 are its spring and fall editions, except that reginfo.gov titles 202510 the "2026" agenda (202504 is Spring 2025). The month is not a release date: an edition appears months later (USDA printed 202510 in the Register on 2026-08-14), and no release date is held. Half of the primary/dedup key. Every readable edition since 199510 is held, so filter to one edition, or count distinct rin, before counting rules.
major VARCHAR Whether the action is a major rule, as reported by the agenda (e.g. Yes/No). Often null.
publication_id VARCHAR reginfo.gov publication identifier for this agenda entry, when present.
timetable_json VARCHAR JSON array of planned and actual milestone actions with literal source dates and Federal Register citations. A date with day 00 has month precision; labels such as To Be Determined remain unchanged.
cfr_references_json VARCHAR JSON array of CFR citations affected by the rulemaking. The join key to the CFR.
legal_authority_json VARCHAR JSON array of legal-authority citations the agency cites for the rulemaking.
first_action_date VARCHAR Earliest distinct calendar date derived from the timetable, or NULL when none is derivable. Source month-only dates (MM/00/YYYY) use day 01 here; timetable_json retains their original precision.
next_action_date VARCHAR Second distinct calendar date derived from the timetable, or NULL when fewer than two dates are derivable. May be historical; it is not selected relative to today. Source month-only dates use day 01 here; timetable_json retains the literal dates.
url VARCHAR URL of the entry's detail page on reginfo.gov.
