Rulemaking proceedings

One row per rulemaking proceeding: the dockets that are one action, the Register documents that joined it, their stage events, RINs and CFR targets. A RIN names a Unified Agenda item, never a proceeding: it is carried as evidence and never groups dockets. A posting Regulations.gov flags withdrawn (documents.withdrawn = 'true') is no evidence: agencies withdraw a posting filed to the wrong docket, duplicated, moved or replaced, so it gives no stage event, title, agency or RIN, and makes no docket a rulemaking. A docket-less proceeding is one Register document. Keyed proceeding_id, which continues across generations when its dockets or Register documents overlap a prior one. Joined by agenda_item_proceedings, comment_periods and rulemaking_lifecycles on proceeding_id. Built by build_proceedings; all columns are VARCHAR, lists as JSON strings.

Coverage. Derived, and bounded by its inputs (dockets, documents, federal_register, fr_docket_links and rule_targets) and the prior snapshot it continues ids from. A proceeding is docketed, or docket-less when it is a single Register document. (measured 2026-09-28)

Column Type Description
proceeding_id VARCHAR Stable opaque id of the proceeding (proceeding_<24 hex>), continued from the prior generation where it overlaps one.
rin VARCHAR The proceeding's RIN when it holds exactly one, else NULL; a query aid, never its identity (rins_json lists every RIN).
docket_ids_json VARCHAR JSON array of the Regulations.gov dockets the proceeding comprises; [] for a docket-less proceeding.
title VARCHAR Title of its most recently dated titled document.
agency_code VARCHAR The agency code most of its documents carry. A docket-less proceeding takes its Register document's agency code. Each Register agency maps to one Regulations.gov code through RefSpec's agency projection and agency registry, whose identity bridges and successions give a defunct agency its current successor's code whatever the document's date: a 1998 Health Care Finance Administration notice is CMS. A split agency maps only when every successor gives the same one code. A department named with one of its own agencies yields to it (Transportation Department with FAA is FAA), and a department signing with one of its own unmapped bureaus keeps the department's code. NULL when no agency maps or the agencies are unrelated.
current_stage VARCHAR The one stage (proposed, supplemental, final or withdrawn) of its latest dated events; NULL when none, or when that day's events disagree.
stage_events_json VARCHAR JSON array of its stage events, one per staged document: {effective_date, event_kind, evidence_id, joined_by, source, stage}.
fr_document_numbers_json VARCHAR JSON array of the Federal Register document numbers it holds.
cfr_refs_json VARCHAR JSON array of the CFR references (title-part) that the rule_targets edges of its dockets name.
cfr_target_iris_json VARCHAR The same CFR references as Rulespec identifiers (e.g. urn:rkaf:us:cfr:40:60).
authority_refs_json VARCHAR Always []: legal authority belongs to the editioned Unified Agenda entry, never to an action.
method VARCHAR How the row was asserted; deterministic (computed by rule) throughout.
actor_id VARCHAR The builder that asserted the row, with its version (spicy-regs:proceedings:v<n>), bumped when its published rows change.
run_id VARCHAR The materialization run that built the snapshot (e.g. rulemaking-20260927T062656Z).
asserted_at VARCHAR When that run asserted the row, as a UTC ISO 8601 instant.
supersedes_id VARCHAR The prior generation's proceeding_id this proceeding continues, so equal to proceeding_id on a continuing row (the id carries over); NULL for a proceeding new in this generation.
fr_document_ids_json VARCHAR JSON array of the dated Federal Register record ids (number@YYYY-MM-DD) it holds.
fr_document_joins_json VARCHAR How each fr_document_ids_json document joined, in the same order: {fr_document_id, joined_by}, joined_by being fr_docket_link, fr_copy, specific_rin or fr_document.
unresolved_fr_references_json VARCHAR JSON array of Register number references it holds that resolve to no single record, each with its candidates and status.
rins_json VARCHAR JSON array of every RIN it holds, from its dockets, documents and Register documents.
