Dollar-figure changes

One row per aligned pair of dollar figures in a section whose amounts changed. pairing_claim names how the two figures were aligned; it is word alignment, not a semantic match. All columns are stored as VARCHAR.

Coverage. Empty by owner decision 34: the amount pairing that would fill it is not run (spicy-docs pair_amounts=False), so no row is produced; section_diff_items.financial_from_amounts_json and financial_to_amounts_json carry the figures. (measured 2026-10-03)
