Rulemaking lifecycle events

One row per staged document of a docketed proceeding: the events each rulemaking_lifecycles row is paired from. A Regulations.gov document whose own fr_doc_num resolves to one Register document is that document, dated by the Register (decision 60); a document that states no number keeps Regulations.gov's type and its upload day. A stage comes only from a document's own Rule or Proposed Rule type (decision 58), so a Register document typed Notice is never an event: a petition withdrawal or receipt the Register types Notice (EPA's withdrawals 2010-8292, 2010-13540, 2011-8549 and 2011-16199; the receipts 2021-08335 and 2023-14192) neither closes nor opens a lifecycle. A posting Regulations.gov flags withdrawn is never an event (see proceedings). An Agenda entry completed as withdrawn adds its dated withdrawal. Keyed (proceeding_id, document_id); dated_by says which kind of id document_id is. Joins rulemaking_lifecycles on proceeding_id. Built by build_lifecycles; event_date is DATE.

Coverage. Derived, and bounded by its inputs: the stage events of every docketed proceeding, one per document, less those undated or dated after the run's day. (measured 2026-09-28)

Column Type Description
proceeding_id VARCHAR The proceeding; joins rulemaking_lifecycles.proceeding_id.
document_id VARCHAR The document, by dated_by: a dated Register record id (number@YYYY-MM-DD), a Regulations.gov document id, or an agenda item id (urn:rkaf:us:rin:<rin>).
stage VARCHAR The stage the event records: proposed, supplemental, final or withdrawn.
event_date DATE The event's day, from the source dated_by names.
source VARCHAR Who typed the stage: federal_register (for its copies too, wherever it states a type), regulations_gov or unified_agenda.
dated_by VARCHAR Whose day event_date is, and so which kind of id document_id is: federal_register, regulations_gov (its upload) or unified_agenda.
evidence_id VARCHAR The proceedings stage event it came from: that record's own id, or <agenda item id>@<edition> for an Agenda withdrawal.
joined_by VARCHAR How the document joined the proceeding: docket, fr_docket_link, fr_copy, specific_rin or agenda_rin.
document_form VARCHAR Its stage refined by its title: proposed, advance_proposed, comment_period, final, interim_final, direct_final, correction, supplemental or withdrawn.
anchor_role VARCHAR proposal, final or withdrawal when the lifecycle anchors on this document; NULL otherwise.
method VARCHAR How the row was asserted; deterministic (computed by rule) throughout.
actor_id VARCHAR The builder that asserted the row, with its version (spicy-regs:lifecycle-events:v<n>), bumped when its published rows change.
run_id VARCHAR The materialization run that built the snapshot (e.g. rulemaking-20260927T062656Z).
asserted_at VARCHAR When that run asserted the row, as a UTC ISO 8601 instant.
supersedes_id VARCHAR Id of a prior row this one continues; always NULL here: events are recomputed each snapshot and continue no prior row. proceedings.supersedes_id differs: there a continuing proceeding names its own id.
