Rule identity edges (docket, CFR, RIN)

The rule-identity spine: one row per observed edge between a Regulations.gov docket, a CFR part and a RIN, with the source class of evidence that states it (docs/ontology.md, "The rule_targets carrier"). A missing or ambiguous reference leaves its target NULL rather than inventing one, and a docket_document_cites_action_notice row is a citation, with both targets NULL. Keyed (docket_id, cfr_ref, rin, source), NULLs included; joins dockets on docket_id and unified_agenda on rin. Built by build_rule_targets; all columns are VARCHAR.

Coverage. Derived, and bounded by its inputs: dockets, documents, federal_register and fr_docket_links as the live snapshot's manifest pins them. (measured 2026-09-28)

`docket_id`	`VARCHAR`	Regulations.gov docket the edge belongs to, normalized; joins `dockets.docket_id`.
`cfr_ref`	`VARCHAR`	CFR reference the rule targets, `title-part` or `title-part.section` (e.g. `40-60`); NULL on a RIN-only or citation edge.
`cfr_title`	`VARCHAR`	The CFR title of `cfr_ref` (e.g. `40`).
`cfr_part`	`VARCHAR`	The CFR part of `cfr_ref` (e.g. `60`).
`cfr_section`	`VARCHAR`	The CFR section of `cfr_ref` when it names one; NULL for a part-level reference.
`rin`	`VARCHAR`	Regulation Identifier Number the edge carries (e.g. `2060-AV16`); NULL on a CFR-only or citation edge.
`source`	`VARCHAR`	The evidence class: `fr_cfr_ref`, `docket_rin`, `document_rin`, `document_fr_doc` or `docket_document_cites_action_notice`.
`evidence_id`	`VARCHAR`	The least id of the records stating the edge: the docket for `docket_rin`, a dated Register record id (`number@YYYY-MM-DD`) for `fr_cfr_ref`, else a Regulations.gov document id.
`first_seen`	`VARCHAR`	Earliest Eastern day any evidence for the edge is dated, `YYYY-MM-DD`.
`last_seen`	`VARCHAR`	Latest Eastern day any evidence for the edge is dated, `YYYY-MM-DD`.
`method`	`VARCHAR`	How the row was asserted; `deterministic` (computed by rule) throughout.
`actor_id`	`VARCHAR`	The builder that asserted the row, with its version (`spicy-regs:rule-targets:v<n>`), bumped when its published rows change.
`run_id`	`VARCHAR`	The materialization run that built the snapshot (e.g. `rulemaking-20260927T062656Z`).
`asserted_at`	`VARCHAR`	When that run asserted the row, as a UTC ISO 8601 instant.
`supersedes_id`	`VARCHAR`	Id of a prior row this one continues; always NULL here, since an edge has no id of its own.
`fr_references_json`	`VARCHAR`	JSON array of the literal Federal Register number references behind the edge, each with the `status` saying how it resolved (`dated`, `single_candidate_in_input`, `ambiguous`, `missing`, or a folded or unpadded match).
