Regulatory Agenda items

One row per Regulation Identifier Number: the durable Regulatory Agenda item a RIN identifies, with how many proceedings evidence links it to and whether its scope is resolved. Keyed agenda_item_id (urn:rkaf:us:rin:<rin>), one per rin; joined by agenda_item_proceedings on agenda_item_id, and to unified_agenda on rin. Built by build_regulatory_agenda; all columns are VARCHAR.

Coverage. Derived, and bounded by its inputs: every RIN that unified_agenda, dockets, documents or federal_register states. (measured 2026-09-28)

Column Type Description
agenda_item_id VARCHAR The item's id, urn:rkaf:us:rin:<rin>.
rin VARCHAR The Regulation Identifier Number the item is (e.g. 2060-AV16).
scope_status VARCHAR recurring (its latest Agenda priority is Routine and Frequent), single_observed (evidence links one proceeding) or unresolved (none or several).
scope_basis VARCHAR Why scope_status holds: latest_agenda_priority_routine_and_frequent, one_evidence_linked_proceeding, zero_evidence_linked_proceedings or multiple_evidence_linked_proceedings.
linked_proceeding_count VARCHAR How many proceedings agenda_item_proceedings links the item to, as a decimal string.
observation_count VARCHAR How many distinct Unified Agenda entries (edition and URL) list the RIN, as a decimal string; 0 when no edition does.
latest_agenda_edition VARCHAR The latest Unified Agenda edition listing the RIN, YYYYMM; NULL when no edition does.
first_seen VARCHAR Earliest Eastern day any source dates the RIN: an Agenda edition or action date, a docket or document date, or a Register publication.
last_seen VARCHAR Latest Eastern day any source dates the RIN.
method VARCHAR How the row was asserted; deterministic (computed by rule) throughout.
actor_id VARCHAR The builder that asserted the row, with its version (spicy-regs:regulatory-agenda-items:v<n>), bumped when its published rows change.
run_id VARCHAR The materialization run that built the snapshot (e.g. rulemaking-20260927T062656Z).
asserted_at VARCHAR When that run asserted the row, as a UTC ISO 8601 instant.
supersedes_id VARCHAR Id of a prior row this one continues; always NULL here, since an item's id is its RIN.
unresolved_fr_references_json VARCHAR JSON array of unresolved Register number references from the Register documents that state this RIN.
