One row per model-written summary of the change between two printings of a bill. All columns are stored as VARCHAR.

Coverage. Empty by owner decision 34: written only by a language model during bill-family runs, which no scheduled run enables, so no row is produced. (measured 2026-10-03)

from_version_code VARCHAR The earlier printing's version code.
from_source VARCHAR Which acquisition path supplied the earlier printing.
to_version_code VARCHAR The later printing's version code.
to_source VARCHAR Which acquisition path supplied the later printing.
headline VARCHAR One sentence naming the most important change.
key_changes_json VARCHAR The bullet points describing the most significant changes, as a JSON array in the model's order. The prompt asks for at most five and nothing enforces it -- unlike bill_summaries.top_provisions_json, whose cap is checked before the row is stored -- because the ported answer schema states no maximum either, so a longer list is the model's answer and not a defect to hide.
